Grain Belt Express Clean Line Applies for Public Utility Status in Missouri

Clean Line Energy, plans to build the Grain Belt Express Clean Line, a 750-mile long high-voltage direct-current overhead transmission line, to carry electricity generated by wind-powered generators in Kansas to the East Coast.  The company says it will cost about $2.2 billion to build the transmission line.  Of that $2.2 billion, approximately $500 million will be spent for the project in Missouri.  Towers will be 110 to 150 feet tall, and would be placed at four to six towers per mile.

As part of the plan to become a public utility, which would then have power of eminent domain, Grain Belt Express Clean Line LLC has filed its “Certificate of Convenience and Necessity” with the Public Service Commission of the State of Missouri.  A copy of the application can be found on the Grain Belt Express Clean Line website.

The application states that the transmission line will traverse approximately 206 miles across Missouri, and that there is a planed converter station in Ralls County.  The company headquarters for Clean Line Energy Partners LLC (parent company of Grain Belt Express) is located in Houston, Texas.

The application also states that the primary owners of Clean Line Energy Partners LLC are GridAmerica Holdins, INc., and Clean Line Investor Corp., a subsidiary of ZAM Ventures.

The application also states that construction of the line will create over 1,000 jobs in Missouri during the construction phase, and up to 70 permanent jobs thereafter.

If the Public Service Commission of Missouri grants utility status to Grain Belt Express Clean Line, then Grain Belt Express Clean Line would then be able to force property owners to allow them easements across their property by using eminent domain.
